    i too am running 64 bit windows 7 home premium. simply right click your desktop, and select graphics properties. in this control panel select media, then select image enhancement. in the right hand side unselect the checkbox that says "override application settings" directly above the noise reduction slider. hit okay. this fixed everything and i can now select between all the video settings without a video freeze. also no need to disable hardware accelerated video on youtube.
